I think it's a mixed bag having a spiritual tradition which is decentralized and unregulated. But on the whole I think this is better than having a single institution. I think having a central authority is placing all your eggs in one basket---if the central authority becomes corrupt, that corruption spreads outwardly to the rest of the organization. In a decentralized tradition, you will no doubt find people who behave immorally, but these will probably be isolated incidents, not institutionalized corruption.
